| have no reason to move to the right. They think the right lane is for other people, slower people. It's like an image problem with them. Other people want to stay out of the right lane because that's where people merge onto the highway. They want to stay out of the way of mergers. They are too stupid to realize that their actions force people to merge with the fastest moving traffic on the road instead of the slowest moving traffic. Highways are generally 3+ lanes in a single direction around here and I can't tell you how many times the left and middle lanes are full and the right lane empty. All this despite the law that says pass on the left and drive on the right. The fine should be raised to $1000 and then enforced mercilessly. The highway would handle 2x more traffic if everybody drove correctly.
